About Us
The Antelope Valley State Water Contractors Association (AVSWCA) was created in 1999 as a joint powers authority in an effort to optimize the use of the water resources and protect surface water and groundwater storage within the Antelope Valley. Three public agencies combine to form the AVSWCA in serving the Antelope Valley: Antelope Valley-East Kern Water Agency, Littlerock Creek Irrigation District (History), and Palmdale Water District.
These agencies have contracts with the State of California, Department of Water Resources for entitlement to and delivery of water from the State Water Project of the California Aqueduct, which traverses the Antelope Valley. State Water Project entitlements for the AVSWCA agencies total 165,000 acre-feet per year. Furthermore, the combined boundaries of the Agencies encompass almost all of the Antelope Valley.
The Antelope Valley State Water Contractors Association recognizes the need for everyone in the Antelope Valley to use water resources wisely and to protect surface water and groundwater storage against adverse effects. Achieving this will enable landowners and residents in the Antelope Valley to have a reliable and safe water supply provided, and in a manner that is most economical and efficient.
As a framework for the AVSWCA activities, a Statement of Principles and Objectives has been developed. These objectives will guide the AVSWCA in developing and implementing water resource plans and programs that satisfy their obligation to the Antelope Valley and its residences.
